Meeting Compensation Disclosure

Pursuant to Government Code Section 54952.3:  Disclosure of compensation for meeting attendance by City Council Members is $600 monthly regardless of the amount of meetings.

Proclamations, Certificates, Introductions and Ceremonial Actions


 

1. Proclamation declaring the month of April as National Fair Housing Month

The City Council will consider issuing a Proclamation declaring the month of April 2017 as National Fair Housing Month.  (CD)
 

2. Proclamation declaring April 9 through 15, 2017, as National Public Safety Telecommunicators Week and Certificates of Appreciation to South Gate Police Dispatchers

The City Council will consider:  (PD)

a. Issuing a Proclamation declaring the week of April 9-15, 2017, as National Public Safety Telecommunicator's Week; and

b. Presenting Certificates of Appreciation to South Gate Police Dispatchers in recognition of their dedicated service to the South Gate community.
 

3. Proclamation declaring April 22, 2017, as the 12th Annual Earth Day Celebration

The City Council will consider issuing a Proclamation declaring April 22, 2017, as the Twelfth Annual Earth Day Celebration in the City of South Gate.  (PW)
 

4. Certificates of Appreciation to 2016 Azalea Queen and Grand Marshal; introduction of 2017 Azalea Queen and Grand Marshal; and Introduction of 2017 Adult and Youth Volunteers of the Year

The City Council will consider:  (PARKS)

a. Presenting Certificates of Appreciation to the 2016 Azalea Queen Pat Sarmiento and 2016 Grand Marshal Allen Treen in recognition of their outstanding service to the community this past year; and

b. Introducing the 2017 Azalea Queen Toni Martinez and 2017 Grand Marshal Ed King and will present them with the Key to the City; and

c. Introducing the 2017 Adult Volunteer of the Year Candice Esquivel and 2017 Youth Volunteer of the Year Glenn Massey III, and will present them with City lapel pins.
 

5. Certificates of Appreciation to 2016 Miss Azaleita Court and introduction of 2017 Miss Azaleita Court

The City Council will consider:  (PARKS)

a. Presenting Certificates of Appreciation to the outgoing Miss Azaleita Court 2016 in recognition of their dedicated service to the community; and

b. Introducing the incoming Miss Azaleita Court 2017 and will present them with City lapel pins.
 

6. Certificates of Appreciation to 2016 Miss South Gate Court and introduction of 2017 Miss South Gate Court

The City Council will consider:  (PARKS)

a. Presenting Certificates of Appreciation to the outgoing Miss South Gate Court 2016 in recognition of their dedicated service to the community; and

b. Introducing the incoming Miss South Gate Court 2017 and present them with a City lapel pin.
 

7. Resolution certifying the fact of the General Municipal Election results of March 7, 2017

The City Council will consider adopting a Resolution                        reciting the fact of the General Municipal Election held on Tuesday, March 7, 2017, declaring the result and such other matters as provided by law.
 

8. Swearing-in Ceremonies/Oaths of Office for Denise Diaz; Al Rios; Carmen Avalos; and Gregory Martinez

The Oath of Office will be administered to the newly elected and re-elected City officials elected from the General Municipal Election on March 7, 2017:  (ADMIN)

a. City Council Member Denise Diaz;

b. City Council Member Al Rios;

c. City Clerk Carmen Avalos; and

d. City Treasurer Gregory Martinez
 

9. City Council Re-organization: Nomination/Selection of Mayor and Vice Mayor

The City Council will consider:  (ADMIN)

a. Re-organizing by selecting a new Mayor and new Vice Mayor for a one year term, and the selection will be ratified by a majority vote of the City Council; and

b. The Oaths of Office will be administered to the new Mayor and new Vice Mayor.
 

10. City Council appointments to City Commissions and Committees

The City Council will consider making appointments to City Commissions and Committees; the appointments will be ratified by a majority vote of the City Council.  (ADMIN)
 

11. City Council appointments to outside Boards and Agencies

The City Council will consider making appointments to outside boards and agencies; the appointments will be ratified by a majority vote of the City Council.  (ADMIN)
V.

Comments from the Audience

During this time, members of the public and staff may address the City Council regarding any items within the subject matter jurisdiction of the City Council. Comments from the audience will be limited to five (5) minutes per speaker; unless authorized by the Mayor, the time limit may not be extended by utilizing another member's time. There will be no debate or action on items not listed on the agenda unless authorized by law.

Note:  The City Council desires to provide all members of the public with the opportunity to address the Council.  Nevertheless, obscene language, comments intended to disrupt or interfere with the progress of the meeting or slanderous comments will not be tolerated and may result in ejection and/or may constitute a violation of South Gate Municipal Code Section 1.04.110.
VI.

Reports and Comments From City Officials

During this time, members of the City Council will report on matters pertaining to their service on various intergovenmental boards and commissions as a representative of the City pursuant to Assembly Bill 1234.  City Council Members will also have an opportunity to comment on matters not on the agenda.

Following the City Council Members, reports and comments will be heard by the City Clerk, City Treasurer, City Manager and Department Heads.
VII.

Consent Calendar Items

Agenda Items 12, 13, 14, and 15 are consent Calendar Items.  All items including Ordinances, Resolutions and Contracts, may be approved by adoption of the Consent Calendar, individually and collectively by one (1) motion.  There will be no separate discussion of these items unless Members of the City Council, the public, or staff request that specific items be removed from the Consent Calendar for separate discussion and action.

Any Motion to introduce or adopt an Ordinance on the Consent Calendar shall be: (1) a motion to waive the reading of the Ordinance and introduce the Ordinance or (2) a motion to waive the reading of the Ordinance and adopt the Ordinance, as appropriate.
 

12. Ordinance No. 2335 amending Section 1.04.065.2 (Salary of Members - Compensation) increasing the City Council's monthly salary

The City Council will consider waiving the reading in full and adopting Ordinance No. 2335 amending Section 1.04.065.2 (Salary of Members - Compensation), to Chapter 1.04 (City Council), to Title 1 (Administration and Personnel), of the South Gate Municipal Code increasing the City Council's monthly salary.  (ADMIN SERVICES)
 

13. Resolution preliminarily approving the Engineer's Report for proceedings of the Fiscal Year 2017/18 Annual Levy of Assessments within the Street Lighting and Landscape Maintenance District No. 1 and Resolution setting a Public Hearing of May 9, 2017

The City Council will consider:  (PW)

a. Adopting a Resolution                  preliminarily approving the Engineer's Report for the proceedings of the Fiscal Year 2017/18 Annual Levy of Assessments within the Street Lighting and Landscape Maintenance District No. 1; and

b. Adopting a Resolution                  declaring the City's intention to levy and collect assessments under the Fiscal Year 2017/18 annual levy and collection of assessments within the Street Lighting and Landscape Maintenance District No. 1, and setting a Public Hearing for May 9, 2017.
 

14. Agreement with FMI Office Space Development, LLC to design, furnish and install office work spaces within City Hall as part of the City Hall Interior Remodel Improvements

The City Council will consider:  (PW)

a. Authorizing the Director of Administrative Services to amend the Capital Improvement Program by adding the City Hall Interior Remodel Improvements, City Project No. 567-ARC (Project);

b. Authorizing the Director of Administrative Services to transfer $600,000 in General Funds Budgeted in Account No. 100-701-31-9100 to a new Capital Improvement Program account; and

c. Approving an Agreement (Contract                 ) with FMI Office Space Development, LLC to design, furnish and install office work spaces within the City Hall Interior Remodel, City Project No. 567-ARC, in the amount of $472,000; and

d. Authorizing the Mayor to execute the Agreement in a form acceptable to the City Attorney.
 

15. Minutes

The City Council will consider:  (CLERK)

a. Approving the Special and Regular Meeting minutes of March 14, 2017; and

b. Approving the Special and Regular Meeting minutes of March 28, 2017.
